External Affairs Minister (EAM) S. Jaishankar met with US National Security Advisor (NSA) Jake Sullivan in New Delhi on Monday to discuss a broad spectrum of strategic, regional, and bilateral matters. The meeting marked one of the concluding high-level engagements of the Biden administration ahead of the anticipated inauguration of Donald Trump as the 47th President of the United States on January 20.

Sullivan’s two-day visit to India primarily focused on reviewing the India-US Initiative on Critical and Emerging Technologies (iCET), an essential framework designed to elevate strategic cooperation between the two nations. Launched in May 2022 by Prime Minister Narendra Modi and President Joe Biden, iCET aims to drive collaboration in critical areas such as semiconductors, Artificial Intelligence (AI), space technology, and biotechnology.

During his visit, Sullivan held detailed discussions with his Indian counterpart, NSA Ajit Doval, delving into the progress made under iCET and exploring avenues for further collaboration. Both leaders underscored the initiative’s significance in advancing shared priorities, including enhancing defence cooperation, fostering innovation ecosystems, and addressing emerging security challenges in the Indo-Pacific region.

In June 2024, during an earlier roundtable discussion, NSA Doval emphasized the need for India and the US to remain at the forefront of technological advancements to safeguard shared value systems. He highlighted the successful strides made under iCET, including the establishment of a robust semiconductor industry roadmap and advancements in defence innovation. Sullivan echoed these views, identifying innovation, production, and deployment as the foundational pillars of the India-US technology partnership.

Beyond high-level strategic dialogues, Sullivan’s itinerary included an interaction with young Indian entrepreneurs at the Indian Institute of Technology (IIT) Delhi. This engagement underscored the emphasis both nations place on leveraging private-sector collaboration to drive technological innovation and foster entrepreneurial ecosystems.

The timing of Sullivan’s visit also comes on the heels of EAM Jaishankar’s recent six-day trip to the United States, where he held comprehensive discussions with senior officials, including Secretary of State Antony Blinken and Sullivan himself. These meetings reviewed the progress achieved in bilateral ties over the past four years and set the groundwork for future collaboration under the incoming US administration.

Following their previous meeting in Washington, Jaishankar remarked on X (formerly Twitter), “Good to meet US NSA Jake Sullivan in Washington DC this morning. A wide-ranging discussion on the progress of the India-US strategic partnership. Also exchanged views on current regional and global developments.”

The bilateral ties between India and the US have grown significantly under the iCET framework, with both sides recognizing the transformative potential of their collaboration in critical and emerging technologies. This partnership has not only strengthened defence and technological cooperation but has also paved the way for increased private-sector engagement across sectors.

As Sullivan concludes his visit, discussions are expected to set the stage for sustained collaboration under the Trump administration. With both nations aligning their strategic and technological priorities, the iCET framework is poised to remain a cornerstone of the India-US partnership, driving innovation, enhancing security cooperation, and contributing to regional stability in the Indo-Pacific.

This visit reaffirms the enduring commitment of India and the United States to deepen their strategic engagement, ensuring that their partnership remains robust and adaptive in an era of evolving global challenges.
