In a significant development for India-China relations, National Security Advisor (NSA) Ajit Doval met with Chinese Vice President Han Zheng in Beijing on Wednesday. The meeting marked a renewed effort to restore bilateral dialogue and strengthen strategic communication following a prolonged military standoff along the Line of Actual Control (LAC) in eastern Ladakh.

The discussions, held on the sidelines of the 23rd round of the Special Representatives (SR) talks, underscored the importance of implementing the consensus reached by the leaders of both countries. The SR mechanism, established in 2003, provides a structured platform to address border disputes and sensitive issues. This round of talks, convened after a gap of five years, signals a potential thaw in strained relations between the two neighbors.

Han Zheng Advocates Gradual Restoration of Dialogue

Chinese Vice President Han Zheng emphasized the need to gradually restore institutional dialogue, foster political mutual trust, and enhance cooperation across various sectors, including economy, trade, and culture. Speaking to Doval, he called for maintaining the momentum of high-level exchanges, which he believes will lead to the stable development of bilateral ties.

Highlighting the historical significance of the upcoming 75th anniversary of diplomatic relations between China and India in 2025, Han noted the importance of seizing the opportunity to further solidify bilateral ties. His remarks were reported by the state-run Xinhua News Agency.

Doval Highlights Strategic Communication

Ajit Doval reiterated India’s willingness to strengthen strategic communication with China and expand mutually beneficial cooperation. Speaking at the SR talks, Doval noted the importance of the meeting, being held after a hiatus of five years, as a significant step towards rebuilding trust and advancing bilateral relations.

Earlier in the day, Doval also met with Chinese Foreign Minister Wang Yi. During the interaction, both sides discussed the implementation of the understandings reached between their respective leaders and highlighted the importance of mutual respect for each other’s core interests.

Post-Ladakh Disengagement and Renewed Momentum

The meeting comes after a critical disengagement agreement finalized in October. This agreement saw both India and China withdraw troops from two remaining friction points in Demchok and Depsang, areas that had been flashpoints since the 2020 Galwan Valley clash. The disengagement marked a major step in reducing military tensions that had persisted for nearly four years.

Both countries now appear keen to capitalize on the momentum of the disengagement process. According to Chinese Foreign Ministry spokesperson Lin Jian, China is committed to respecting India’s core interests and strengthening mutual trust through dialogue.

Historical Context and the SR Mechanism

The SR mechanism, launched in 2003, has played a pivotal role in managing the complexities of the India-China border dispute. Over the years, it has facilitated constructive engagement between the two nations, addressing both territorial and geopolitical challenges.

The current round of talks holds particular significance as the last such meeting was held in 2019, before the COVID-19 pandemic and subsequent military tensions along the LAC disrupted regular dialogue.

Looking Ahead

The rekindling of high-level discussions underscores a shared recognition of the importance of stable bilateral relations between the two Asian giants. As both nations navigate a post-disengagement phase, the focus on rebuilding trust and enhancing cooperation across various sectors offers a promising path forward.

While challenges remain, the renewed emphasis on dialogue and strategic communication reflects a constructive approach to addressing long-standing issues and fostering regional stability.
